Collective Bargaining Agreement for Full-Time Faculty

25.1 Purpose

A Faculty-Management Committee (FMC) is established. The purpose of the FMC is to promote cooperation between the parties to solve issues at the lowest possible level, not to continue the negotiation process. Topics appropriate for discussion during FMC include:

  • specific recommendations regarding systemic workload and/or compensation concerns. 
  • faculty issues related to professional needs;
  • issues related to terms and conditions of employment that may arise outside the regular negotiation cycle.

The topics raised at the FMC will be communicated by the President’s representatives to the Vice President for Academic Affairs for further discussion and consideration. A written response will be provided to the Union’s FMC representation within a reasonable amount of time not to exceed thirty (30) days. 

25.2 Composition and Procedures

Either party may request an FMC meeting. The FMC shall be composed of three (3) representatives appointed by the College President and three (3) representatives appointed by the Union President. Additional parties may attend on a case-by-case basis.

By mutual agreement, the FMC may establish rules and procedures provided they do not conflict with any provision of this Agreement.

25.3

The parties agree to discuss applications of this Agreement in the FMC in order to attempt to reach mutually agreeable interpretations.

25.4

The College recognizes the Union has raised concerns about workload, and agrees to schedule an initial meeting to address workload issues no later than one month after a tentative agreement is reached between the parties. Additional meetings will be scheduled when the committee receives a request from the Union to address a potential systemic workload issue.   

25.4.1

A workload assessment subcommittee of the FMC is established, as a pilot program, as a means of conducting the meetings described in 25.4 above.

25.4.2

The Parties understand and acknowledge the pilot subcommittee shall cease to exist beyond October 31, 2024, unless otherwise agreed to by the Parties.

25.4.3

The sub-committee will be composed of equal numbers of union-appointed and management representatives.

25.4.4

The purpose of the workload assessment subcommittee is to assess systemic workload issues identified by the subcommittee and make recommendations.

25.4.5

Management reserves the right to bring forward Collegewide Integrated Program Review (CIPR) data, enrollment data and trends, and disaggregated student success data to add important context to the conversation about workload. The Union may make reasonable requests for data, which shall be honored.

25.4.6

Sub-committee recommendations shall be submitted to the Vice President of Education and Learning for approval.

25.4.7

The Vice-President for Education and Learning will have a reasonable period of time not to exceed 30 days to approve or disapprove the sub-committee’s recommendations. Beginning on or about November 1, 2024, the Vice President for Education and Learning will provide the reasons for approval or disapproval to the Workload Assessment Subcommittee of the FMC in writing.
